Executive Administrator
The Washington-East Washington Joint Authority (Washington County, PA) is requesting applications for the position of its Executive Administrator. The Authority owns and operates sewage collection, conveyance, and treatment facilities serving the City of Washington, Borough of East Washington, Canton Township, Chartiers Township, North Franklin Township, and South Strabane Township.
The Executive Administrator is responsible for the general overall supervision and direction of all functions of the Authority, including a staff of 18 employees, and shall report directly to a five-member Board of Directors. The Executive Administrator shall act as the Authority's Chief Executive Officer, and implement all orders, resolutions and policies developed and adopted by the Board Members of the Authority. Additionally, the Executive Director shall be responsible for planning, directing, and coordinating the operations of the business office as well as the sewage collection, conveyance, and treatment systems owned by the Authority.
It is desirable that the ideal candidate possess a bachelor’s degree in civil or environmental engineering, an environmental related scientific field, business, or public administration. Professional Engineering Licensure and/or certifications beneficial. The ideal candidate shall have at least five (5) years’ management experience in municipal and/or wastewater treatment management and operations.
Desired skills include strong leadership ability, communication, organizational, municipal finance, computer, budgeting knowledge, employee and collective bargaining relations, and public and governmental relations.

The Washington East Washington Joint Authority approved a rate increase at the June 27, 2022 regular monthly meeting. The rate increase will become effective October 1, 2022. The rate increase is necessary to offset increased inflationary costs the Authority has been experiencing over the past 12 months. The Authority has observed significant increases in costs for electrical power, water, natural gas, gasoline, diesel, as well as equipment and chemicals used in the wastewater treatment processes.
The Authority is also expanding our efforts to remove Inflow and Infiltration (I/I) of storm water and ground water from the sanitary sewer system. The approved rate increase will also cover costs for the expanded I/I Removal Program. Removal of I/I will reduce both operating costs and capital costs while providing increased capacity in the existing sanitary sewer lines and pumping stations.
The current usage rate will increase from $6.00 per 1,000 gallons to $8.75 per 1,000 gallons as metered by the water company
The current Pump Station rate will increase from an additional 1.75 per 1,000 gallons to $2.00 per 1,000 gallons as metered by the water company
The current Grinder Pump rate will increase from an additional $1.80 per 1,000 gallons to $2.00 per 1,000 gallons as metered by the water company.

Sewer rentals shall be due at the following monthly or quarterly rate from all users who discharge sewage containing no process or industrial waste or other matter more concentrated than domestic sewage as determined in accordance with the regulations of the Authority:

The amount of sewerage service furnished to each user shall be deemed to be equal to the amount of water supplied to such user by the water company; and the usage of sewerage service, expressed in terms of gallons per month, or gallons per quarter, shall, except as otherwise hereinafter provided, be equal to the consumption of water as metered by the water company.


WWTP Nitrification Towers Upgrade
The Authority is currently in the process of updating the Nitrification Towers at the Wastewater Treatment Plant and improving tertiary treatment equipment. The items being replaced are pumps, electrical drives, motors, distribution arms, media and structural supports. The total cost of the project will be approximately $2,000,000.00 and should be completed in the fall of 2014.
