William “Jay” Carlisle
Plant Superintendent
Jay Carlisle serves as the Plant Superintendent for WEWJA, where he oversees operations and maintenance of the Authority’s wastewater treatment plant and pump stations. In this role, he supervises maintenance personnel, manages equipment and facility upkeep, and helps ensure the Authority’s treatment and conveyance systems operate reliably and in compliance with environmental regulations.
Jay brings more than 25 years of experience in wastewater operations, public works, and emergency response. Prior to joining WEWJA, he spent over two decades with the Peters Township Sanitary Authority, where he held numerous responsibilities including plant maintenance, sewer system inspections, safety program leadership, and construction coordination.
He holds a Class A & E Wastewater Operator’s License from the Pennsylvania Department of Environmental Protection. Throughout his career, Jay has developed extensive hands-on experience with wastewater treatment equipment, sewer infrastructure, and maintenance operations. He is committed to maintaining safe, efficient operations and supporting the long-term reliability of WEWJA’s facilities and infrastructure.
