Robert Herring, PE, PMP

Robert Herring serves as the Executive Director of WEWJA, where he oversees the Authority’s operations, capital improvement planning, regulatory compliance, and long-term infrastructure management.

Robert is a licensed Professional Engineer in Pennsylvania and a certified Project Management Professional with more than 15 years of experience in municipal and environmental engineering. Prior to joining WEWJA, he served as a Senior Project Manager with the Pittsburgh Water and Sewer Authority, where he managed the design and construction of major sewer infrastructure projects and supported development initiatives throughout the service area. Earlier in his career, he worked in municipal consulting, providing engineering design and permitting services for public infrastructure projects across western Pennsylvania.
Robert holds a Master of Science in Civil Engineering from the University of Pittsburgh and a Bachelor of Science in Civil Engineering from The Pennsylvania State University.

He is actively involved in the water and wastewater industry and served as President of the Western Pennsylvania Water Pollution Control Association in 2025.
